Usagi Tsukino is still struggling to balance her home life with the duties of being Sailor Moon, the guardian of love and justice. Along with the other Sailor Guardians and her boyfriend Mamoru Chiba, they begin investigating cases of students from Mugen Academy, a school for the most elite students, who are being transformed into monsters. During the investigation, they meet three strange individuals: Haruka Tenou, a handsome racecar driver; Michiru Kaiou, a talented violinist; and Hotaru Tomoe, a mysterious girl with a weak constitution.
As more incidents occur, the Sailor Guardians are met with another surprise—the appearance of two new planetary protectors with motives of their own. Despite the newcomers' questionable allegiance to Usagi and her comrades, they all face a threat from a common enemy: an evil entity who calls himself Pharaoh 90.

The threat of the Dead Moon Circus still looms over Usagi Tsukino and the Sailor Guardians. Driven into a corner, the Earth plunges further into darkness as nightmares continue to spread. The Outer Sailor Guardians sense that something is amiss when the young Hotaru Tomoe begins to rapidly age following the total solar eclipse. Believing that their prince and princess are in danger, the four reawaken their powers once more to reunite and aid their fellow Sailor Guardians.
Due to the influence of the eclipse, Usagi and Mamoru Chiba's conditions begin to worsen, causing their powers to deteriorate. Without their leader, the Guardians are at a loss as to what they should do next. Frustrated by the situation, Hotaru and Chibiusa set off on their own to confront the Amazoness Quartet, who have been causing the brunt of the chaos thus far. As Queen Nehelenia's liberation quickly approaches, the Sailor Guardians are running out of time to stop her.

One day, Matoi and Yuma walk from the school to the shrine as usual, but when they arrive, they are greeted by the shrine's now damaged grounds, and Yuma's parents have both collapsed from their wounds. Matoi's father Shingo, a police detective, launches an investigation, and he comes upon a man who does not seem entirely sane: his only witness. When he holds down the man, Yuma begins the ritual of Divine Possession.
Something strange then happens, not with Yuma, but with Matoi. Matoi Sumeragi, who had only wanted a normal, peaceful life, takes the role of a god, and gains the power to banish evil spirits! To get her precious everyday life back, Matoi must conduct exorcisms!

Doremi Harukaze, 3rd grade student at Misora Elementary School, claims to be the world's unluckiest pretty girl. Being exposed by a human triggers a curse that transforms witches into magical frogs. To regain her original body, Rika must turn Doremi into a witch by teaching her how to use magic. Thrilled by this odd development, Harukaze becomes a witch apprentice. Unfortunately, her two best friends, Hazuki Fujiwara and Aiko Senoo, discover that Doremi has become a magic user. Afraid that Harukaze might become a magical frog too, Majo Rika recruits both Hazuki and Aiko and makes them witch apprentices too. The trio has lots of adventures as they try to triumph the necessary trials to become real witches.
