And so the WFCO deploys its 9th Division to oversee Japanese cuisine abroad. The 9th Division, a.k.a. Sushi Police, is notorious for their aggressive conduct and they hassle anyone serving unauthentic Japanese food in the U.S., Russia, France, China, etc. They will resort to any means necessary to eliminate bad sushi. Soon they are despised by restaurant proprietors around the world.

The project anthropomorphizes rice (kome in Japanese) into schoolboys. At the Kokuritsu Inaho Academy ("Rice Ear Academy," a wordplay on national schools), five new rice-inspired students attempt to supplant bread as the popular grain at the school. The new students form the "Love Rice" unit and challenge themselves to perform at the "Harvest Show" to show the delicious appeal of rice grains. The "heartwarming 'kome'dy with laughs and passion" promises to let audiences rediscover the virtues of rice ("Japan's soul food").

Massara is an original short inspired from the song of the same name "Massara" by Kiyoe Yoshioka (of Ikimono-gakari). The song is Yoshioka's first solo single. The short is directed by Keita Nagahara, and animated by the studio ENISHIYA Inc.
The anime's story centers on a singer-songwriter, Nazuna, who is about to stop chasing her dream, and a very shy girl, Yuna. They meet and influence each other to create their own future.
