He is an uncanny sharpshooter, with near 100% accuracy and capable of lethal trick shooting, and regularly uses a customized, scoped M-16 rifle in his assassinations. A movie project to commemorate the 35th anniversary of the City Hunter TV anime.

Ryou Saeba is known as City Hunter, the top 'sweeper' within the underworld. Based in Shinjuku as a private detective, he and his partner Kaoru Makimura take on a variety of clients. Their latest case is provided by Angie, a filmmaker, with a simple request - to find her missing cat. Ryou is thrilled by Angie's beautiful looks while Kaori is thrilled by the hefty reward...

Meanwhile, Saeko Nogami of the Metropolitan Police investigates an invention of the biotech company Zoltech - a dark technology that turns soldiers on the battlefield into superhumans. Created at the request of a mysterious underworld organization, this invention is the newest version of Angel Dust, which once almost destroyed Ryou and sent his partner Hideyuki Makimura to his death.

Can these two cases possibly be linked? There's clearly more to Angie's request than she's willing to share, and the truth around Angel Dust is about to launch Ryou into a fateful showdown with links to Ryou's very origin as a sweeper...

In 20xx, a civil war broke out in a small country in Asia in spite of the dispatch of UN forces. But a picture taken by accident in the battle field accelerates the peace process. It is a picture of a flag which became the symbol of peace. However, just before the peace agreement is achieved, the flag is robbed by an armed extremist group in order to obstruct the truce. The UN decides to send SDC (Special Development Command) and a cameraman to record their activities. That cameraman is Shirasu Saeko - the cameraman who took the picture of the flag. Armed with the HAVWC (High Agility Versatile Weapon Carrier), Saeko documents their journey.

Episode 2 (Hoshifuruoka no Yakusoku) (Promise of the Starry Hill): College student Yui was suddenly invited by her mother to visit an observatory on her 20th birthday. Yui has to travel along snow-covered roads to reach the observatory. The visit makes Yui remember going to the same observatory with her late father on every birthday when she was a small child.

For many years a civil war raves in Uddiyana. Even the peacekeeping forces of the United Nations can bring the situation not under control. Only a by chance taken up photo, this shows how civilians hoist an impromptu UN flag together with soldiers, hope for peace spreads by his symbolic power.

Then, nevertheless, the flag is stolen by the extremists who want to prevent the upcoming armistice. As a result the special task force SDC is asked to find the flag and to fetch back with the help of HAVWCs, modern fight robots. The journalist Saeko Shirasu who already shot the symbolic-laden photo of the peace banner should accompany the mission and document. However, the time becomes scarce, because heated by the extremists the mood threatens to tip in the population...
